How Houston METRO protects transit reliability before, during, and after a $14B Highway Project

Watch Video
The challenge

With the $14 billion North Houston Highway Improvement Project bringing years of lane closures and rerouted traffic, Houston METRO needed to understand how changing roadway congestion would affect transit reliability. Traditional metrics like on-time performance and headways showed when service was degrading, but not why—and field observations alone couldn’t provide continuous visibility across the network.

Data-based solution

Using StreetLight Traffic Monitor, Houston METRO gained real-time traffic data on congestion, queues, and roadway conditions to identify recurring friction points, distinguish temporary from systemic issues, and connect traffic conditions to transit operations. The agency used these insights to support signal-timing changes, parking restrictions, detour planning, and coordination with roadway partners. Traffic Monitor also helped METRO move from limited field observations to a scalable, network-wide approach for diagnosing transit reliability issues.

FAQs

Quick answers to questions you may have

Discover everything about the StreetLight’s transit solution offering, benefits, and more.

What is Origin-Destination data and how can transit agencies use it for route and service planning?

Origin-Destination, or O-D, data shows where trips begin and end across a service area. Transit agencies can use O-D data to understand travel demand beyond existing ridership, evaluate whether current routes align with how people are traveling, identify underserved areas, and explore opportunities for new routes, microtransit, or service expansion.

StreetLight also helps agencies analyze when trips occur, the routes travelers use, and other travel characteristics, giving transit planners a broader view of demand to support route planning, scheduling, and long-term network decisions

How can real-time traffic data help transit agencies improve service reliability and respond to disruptions?

Real-time traffic data helps transit agencies understand the live roadway conditions behind changes in service performance. While measures such as on-time performance and schedule adherence show when reliability declines, information on travel times, congestion, queues, incidents, and changing traffic conditions can help explain why.
StreetLight’s Traffic Monitor gives operations teams visibility into roadway conditions surrounding transit routes so they can identify recurring friction points, anticipate the effects of construction, crashes, lane closures, special events, or other disruptions, and make more informed detour, routing, and operational decisions.

How can transit agencies improve first- and last-mile connections and identify opportunities to grow ridership?

Transit agencies can analyze vehicle, pedestrian, and bicycle travel patterns around stations, stops, Park & Ride facilities, and transit corridors to better understand how people reach transit and where gaps may exist.

These insights can support first- and last-mile planning, station access improvements, mode-shift programs, and service design. Agencies can also identify short vehicle trips or travel markets near existing transit where better connections, service, or rider outreach could make transit a more attractive option.

Does StreetLight replace existing transit planning and operations data such as APC, AVL, fare, ridership, or onboard survey data?

No. StreetLight complements the data and systems transit agencies already use. APC, AVL, fare systems, ridership data, and onboard surveys provide valuable insight into passengers and service performance within the transit network.

StreetLight adds a broader view of the mobility environment surrounding that network—including Origin-Destination patterns, multimodal travel demand, and real-time roadway traffic conditions. Together, these data sources can give planning and operations teams more comprehensive insights for service, investment, and operational decisions.

Can transit agencies compare transit travel times with driving?

Yes. Transit agencies can use StreetLight’s historical and real-time travel-time data alongside their own transit travel-time or schedule information to understand where and when transit is competitive with driving.

These comparisons can reveal corridors and time periods where congestion increases transit’s relative advantage and can inform express-service planning, special-event service, schedule decisions, and rider marketing that communicates the travel-time benefits of transit.
